Meta Business Agent pricing changes: what a WhatsApp reply now costs after 1 October 2026
TL; DR: Quick Summary
- WhatsApp service replies stopped being free on 1 October 2026, and the rate follows the customer's country code.
- Meta's October 2026 rate card prices the same reply at $0.055 in Germany and $0.0008 in Colombia.
- Every business phone number gets 1,000 free service messages a month, then pays per reply with no volume discount.
- Pull last month's service message volume by the country code it was delivered to.
- If most replies land in Germany, the Netherlands or Hong Kong, consolidating multi-part replies pays back fastest.
Your support team answers the same question all day. A customer asks where their order is, an agent types a reply, and until this month that reply cost nothing.
Three changes landed on one WhatsApp bill. Meta started charging for every service reply on 1 October. Utility messages sent inside the 24-hour window became billable the same day. And Meta Business Agent had been charging by the token since August.
Most teams saw the total and stopped there. Underneath it, Meta prices each message by the country code it's delivered to.
So a support desk in Kuala Lumpur answering German customers pays German rates, and the same desk answering Colombian customers pays a fraction of that.
Below is what a reply now costs in each region, and 8 ways to bring the number down.
What changed on 1 October 2026?
From 1 October 2026, Meta charges per message for every WhatsApp service message, whether a person or a third-party AI agent sends it. Service rates match utility and authentication rates in each market, and unlike those categories, service messages carry no volume tiers. Utility messages sent inside an open 24-hour window also became billable.
The charge doesn't start at the first message. Meta's pricing documentation gives every business phone number 1,000 free service messages a month, and they don't roll over.
The free entry point window is also unchanged. A conversation opened from a Click to WhatsApp ad or a Facebook page button still delivers messages free, and Meta sets that window at a maximum of 7 days.
Meta Business Agent's token charge still applies inside it.
Only one charge applies per message. A reply is either a Meta Business Agent message or a service message, and never both, which is the part that catches teams out when they read the bill.
What if you missed the 30 September payment deadline?
Businesses without a payment method in Billing Hub by 30 September 2026 stopped having service messages delivered on 1 October. Not throttled, not invoiced later. Undelivered.
If your reply rate fell off a cliff three weeks ago and nobody can explain it, check Billing Hub before you check anything else.
What does a WhatsApp reply cost in each region?
A service reply costs between $0.0008 and $0.055 depending on the market, which is a spread of nearly 70 times. Meta's published USD rate card, effective 1 October 2026, sets the service rate equal to the utility and authentication rate in each market. The figures below are per delivered message, before the 1,000 free.
A European e-commerce brand serving Germany and the Netherlands pays roughly 16 times what a US brand pays for the same conversation. A business answering Brazilian and Colombian customers is barely touched.
And a Hong Kong retailer sits closer to Western Europe than to the rest of Asia, at $0.026 a reply.
Markets Meta doesn't name individually fall into regional buckets. Thailand, Vietnam and the Philippines price at the Rest of Asia Pacific rate of $0.0113, and the United States and Canada share the North America rate.
Where mainland China sits
WhatsApp isn't distributed in mainland China, so the 1 October change doesn't reach business messaging there. WeChat carries that traffic instead, and Tencent reported 1.44 billion combined Weixin and WeChat monthly active users as at 30 June 2026.
For a brand selling into mainland China, the exposure shows up elsewhere: in the Hong Kong, Southeast Asian and European operations that do run on WhatsApp.
One bill, several currencies
Meta charges the global USD rate and converts at the daily exchange rate on the day each message was delivered. Which entity invoices you depends on your sold-to country, and two markets have no choice at all.
India must bill in INR through Facebook India, Brazil in BRL, and 13 other currencies invoice through Meta Ireland.
For a group running one WhatsApp estate across several markets, that means FX movement now sits inside the support budget.
What does Meta Business Agent cost?
Meta Business Agent has charged a single global rate of $2.00 per million tokens since 1 August 2026, covering both the AI processing and the delivery. Meta puts a typical reply at 20,000 to 25,000 tokens, roughly 4 to 5 US cents.
Without a payment method in Billing Hub, Meta won't deliver a Meta Business Agent reply at all.
Here is Meta's own comparison for 1,000 AI replies in Brazil.
Setup | Cost per 1,000 AI replies |
|---|---|
Third-party AI, lower complexity | around $27 |
Meta Business Agent | around $40 to $50 |
Third-party AI, higher complexity | around $97 |
Meta flags that this isn't a like-for-like comparison, and the caveat does real work. Its third-party figures are estimates drawn from public benchmarks, so the answer turns on how complex your conversations are rather than which vendor you pick.

Who is affected even without Meta Business Agent?
Everyone sending WhatsApp service messages. Meta Business Agent stays closed to 7 verticals: finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services. Meta also requires the business to be based in a country it has authorised, and it doesn't publish that list.
That exclusion lands differently by region, and it lands hardest where the excluded sector is the local economy.
- Hong Kong. Financial services were 26.2% of Hong Kong's GDP in 2024, its single largest industry. The market's biggest sector is on Meta's excluded list, at one of the higher reply rates on the card.
- LATAM. Brazilian banking ran 83% of transactions through digital channels in 2025, per Febraban. Those institutions can't use Meta Business Agent.
- Europe. Remote gambling in Great Britain was £8.3 billion in gross gambling yield for the year to March 2026. Also excluded.
A regulated business that could never run Meta Business Agent still pays more from 1 October. Its human agents and its third-party AI both send service messages, and both are now billed.
8 ways to control your WhatsApp costs
The lever that works in every market is the number of messages a resolved conversation takes. Rates you can't change, and message counts you can.
The 8 moves below run roughly in the order most teams should take them.
- Fix your payment method first. If service messages stopped delivering on 1 October, nothing else here matters until a card or credit line is attached in Billing Hub.
- Consolidate multi-part replies. Service messages carry no volume discount, so 5 short bubbles cost 5 times what one reply costs. A flow that splits a greeting, an answer and a follow-up into three sends is now three charges.
- Route high-volume questions through the free entry point window. Delivery stays free from a Click to WhatsApp ad or a Facebook page button, inside the window Meta caps at 7 days. Order status checks and FAQs are the best candidates.
- Reclassify anything mislabelled as a service message. Utility and authentication keep their volume tiers, so audit your templates for sends that should carry a utility or authentication template instead.
- Weight the AI decision by market. Meta's own numbers put a lighter third-party setup below Meta Business Agent and a heavier one above it. Run that comparison against your real conversation mix, because a model that looks cheap on Colombian traffic can be the expensive choice on German traffic.
- Tighten your agent's handover threshold. An AI looping on a low-confidence answer bills the same as one that resolves, so hand off after 2 unclear replies rather than 5.
- Budget for a third-party agent now if you're regulated. Finance, health, government and four other sectors can't use Meta Business Agent at all, so re-platforming later costs more than planning for it this year.
- Track cost per resolved conversation. A pricier model that resolves a query in a single exchange beats a cheaper one that needs 5. Pull this monthly, split by market, so a model that's cheap per message and expensive per outcome shows up.
How SleekFlow helps when Meta Business Agent isn't an option
SleekFlow is an AI suite that gives growing B2C brands an AI workforce selling, marketing and supporting alongside their human teams. AgentFlow is the part of it that answers on WhatsApp, Instagram and live chat.
One thing to be straight about first. Meta's service message charge applies to every reply, whoever sends it, so no third-party agent makes that line disappear.
An agent changes two other things: how many messages a resolved conversation takes, and which sectors can use one at all.
AgentFlow stays open to the businesses Meta Business Agent excludes, finance and health included. Its inbound AI agent answers from your own content, works inside the guardrails you set, and passes a customer to a colleague with the thread attached, so the customer stays in one conversation instead of starting again.
Elétron Seguros, a Brazilian insurer, had no way for managers to see or step into live conversations, and canned responses were making the experience robotic. They deployed an AgentFlow agent for first-level support with over 100 configured guardrails.
Results after approximately three months:
- 80% of conversations resolved by AI
- 20% of conversations transferred to the human team with context
- No customer complaints about the use of AI
What to do this month
Every WhatsApp reply is now a line item, priced by where your customer's number is registered.
Start with the volume report, split by country code. That one table tells you whether this is a rounding error or a budget line, and which market to work on first.
Then go after message counts, which is the one control that works in Germany and Colombia alike.
If you want a second opinion on the maths for your own markets, see how AgentFlow handles inbound volume.
Frequently asked questions
What exactly changed on 1 October 2026?
Meta began charging per message for every WhatsApp service message, including replies from a person or a third-party AI agent, at the same rates as utility and authentication messages in each market. Service messages carry no volume tiers. Utility messages sent inside an open 24-hour window also became billable, having been free since 1 July 2025.
How many free WhatsApp service messages do I get?
Every business phone number receives 1,000 delivered service messages per calendar month at no charge. Meta charges from the 1,001st message onward. Unused messages don't roll over to the next month. Eligible government and non-profit organisations keep free service messages beyond that tier through 31 December 2027.
Does the WhatsApp service message rate depend on where my business is?
No. Meta prices each message by the recipient's country calling code, so a reply to a German customer costs the German rate regardless of where your team or your company is based. A business answering customers across several markets pays a different rate per conversation depending on which market it came from.
Will switching off Meta Business Agent save money?
Not necessarily. Meta Business Agent's token charge and the service message charge are separate, and turning the agent off doesn't exempt human agents or a third-party AI from the per-message service charge. Replies that were Meta Business Agent messages simply become service messages, billed at your market's rate.
Does the free entry point window still apply after 1 October?
Yes, for delivery. A conversation opened from a Click to WhatsApp ad or a Facebook page button still delivers marketing, utility, authentication and service messages free, inside a window Meta caps at 7 days. Meta Business Agent's token charge still applies to AI-generated replies inside it.
What happens if I still have no payment method on file?
Meta stopped delivering service messages from 1 October 2026 for any Solution Provider or directly integrated business without a payment method in Billing Hub. That halts human and AI replies alike inside the 24-hour window. Adding a card or credit line in Billing Hub restores delivery.
