How to set up a WhatsApp Business Account?

TL;DR: Quick Summary

  • WhatsApp is the most widely used messaging app in the UAE, making it essential for businesses to establish a presence for customer engagement.
  • UAE businesses can choose from three types of WhatsApp Business accounts: the free WhatsApp Business App (for SMEs), the official WhatsApp Business API/Platform (paid, scalable solution), and third-party APIs (less stable, limited features).
  • WhatsApp Business API offers advanced features like verified profiles, multiple logins, chat automation, interactive messages, broadcast messages, and in-chat payment links.
  • Setting up a WhatsApp Business account involves downloading the app, verifying your number, creating a business profile, and optionally integrating with SleekFlow for automation and multi-user management.
  • WhatsApp in the UAE has VoIP restrictions (voice/video calls are banned), but text, media sharing, and business messaging remain fully functional and compliant.
  • Benefits of WhatsApp Business in the UAE include increased credibility, personalized customer engagement, efficient communication through CRM integration, automated responses, and improved operational efficiency.

To set up a WhatsApp Business account in the UAE, download the WhatsApp Business app, register and verify the phone number you want to use, restore your backup if you are moving an existing WhatsApp account, and complete your business profile with details such as your business name, category, logo, and contact information. This is the fastest way for small businesses to start using WhatsApp more professionally while keeping setup simple. Before you begin, it is worth deciding whether the WhatsApp Business app or the WhatsApp Business Platform is the better fit.

The app is designed for small businesses that manage customer conversations directly, while the Platform is built for medium to large businesses that need automation, integrations, and customer communication at scale. In this guide, we walk through the setup steps, explain what information you need to prepare, and help you choose the right WhatsApp business solution for your team.

1. Free WhatsApp Business App

Most businesses in the UAE are familiar with this option. Tailored for small to medium enterprises (SMEs), the free WhatsApp Business App offers essential features. It allows you to create a basic business profile displaying your business name, operating hours, and product catalogs, along with simple tools like limited quick replies. This app is ideal for small businesses looking to establish a straightforward communication channel with customers.

2. Official WhatsApp Business API / WhatsApp Business Platform

For larger businesses in the UAE looking to scale, the Official WhatsApp Business API, also known as the WhatsApp Business Platform, is a paid solution that offers advanced features and capabilities through the WhatsApp Official Business Account (OBA). Some of the key benefits include:

  • 1,000 free conversations per WhatsApp Business Account (WABA) each month

  • Your business name is displayed instead of your phone number, even if the customer hasn't saved your contact

  • Green tick verification to enhance your business's credibility

  • Ability to send broadcast messages without the risk of being blocked

  • Interactive buttons in chat messages for seamless customer interactions

  • Multiple logins for team members to manage conversations simultaneously

  • Integration of chatbots and automation to streamline operations

  • Payment link option directly in WhatsApp chats

These features, along with many more customizable options, allow businesses in the UAE to efficiently manage customer communications and enhance their digital presence.

Which WhatsApp setup option is right for your business?

Today, businesses in the UAE do not need to choose between Cloud API and On-Premise API. Meta has completed the On-Premises API sunset, and the final supported version expired in October 2025, so it is no longer a current setup option for new or active business messaging. Instead, most businesses should choose between the WhatsApp Business app, the WhatsApp Business Platform through a direct build, the WhatsApp Business Platform through a Solution Partner, or WhatsApp Coexistence.

WhatsApp Business app

This is the best option for small businesses that manage customer conversations manually. It is free to download and includes built-in tools such as business profiles, catalogs, labels, greeting messages, away messages, and quick replies.

WhatsApp Business Platform via direct build

This option is better for businesses with technical resources that want to connect directly to WhatsApp’s APIs. It is designed for medium to large businesses that need automation, integrations, and customer communication at scale.

WhatsApp Business Platform via Solution Partner

This is often the most practical option for growing businesses that want to launch faster without building everything in-house. A Solution Partner, like Sleekflow, can help with onboarding, shared inboxes, automation, analytics, and integrations on top of the official WhatsApp Business Platform.

WhatsApp Coexistence

WhatsApp Coexistence is a newer option that allows businesses to keep using the WhatsApp Business app and the WhatsApp Business Platform on the same phone number. This is useful for teams that want to add automation, reporting, or CRM workflows without fully giving up the app experience they already use today.

What most UAE businesses should choose

For most small businesses, the WhatsApp Business app is enough to get started. For larger teams that need multiple users, automation, or integrations, the better path is usually the WhatsApp Business Platform, either through a direct build or through a Solution Partner. Businesses that want a more gradual upgrade path should consider WhatsApp Coexistence.

Understanding the regulations of WhatsApp in the UAE

WhatsApp Business compliance in the UAE

Before setting up WhatsApp for sales, support, or marketing, UAE businesses should treat compliance as part of the setup process, not something to fix later. In the UAE, internet calling and VoIP services are regulated, and TDRA says licensed service providers must block VoIP applications that are not compliant. For businesses, that means using official WhatsApp products and approved provider setups is the safer path.

For promotional messaging, the most important UAE rules are around consent, timing, and unsubscribe. TDRA states that marketing messages may not be sent without prior explicit consent, that valid consent must be written or electronic and storable, and that marketing messages are only permitted between 7 AM and 9 PM UAE time. TDRA also says businesses must provide effective unsubscribe mechanisms, and recipients should not continue receiving promotional messages after unsubscribing.

The UAE’s Personal Data Protection Law (PDPL) adds another layer: personal data generally must not be processed without the data subject’s consent except in limited cases, and where consent is relied on, it must be clear, simple, unambiguous, easily accessible, and provable by the controller. In practice, that means businesses should keep a record of when and how each customer opted in, what they agreed to receive, and when they opted out.

It is also important to keep your WhatsApp Business profile accurate. WhatsApp’s Business Messaging Policy requires businesses to maintain customer support contact information and keep profile details such as email, website, or telephone number accurate and up to date.

UAE WhatsApp compliance checklist

  • Get explicit opt-in before sending promotional WhatsApp messages, and make sure the consent record is stored.

  • Send promotional messages only during 7 AM to 9 PM UAE time.

  • Give customers a clear and simple way to unsubscribe, and stop sending promotional messages after they opt out.

  • Keep records of opt-in source, date, message category, and opt-out status so you can demonstrate consent if needed. This follows the PDPL requirement to be able to prove consent when consent is the legal basis for processing.

  • Keep your business profile and support contact details accurate and up to date.

Before you start

Before you set up WhatsApp Business in the UAE, take a few minutes to prepare the basics. This helps avoid the most common setup problems, such as choosing the wrong phone number, losing chat history, or starting with the app when your team actually needs the Platform. WhatsApp’s own setup flow centers on number registration, verification, backup restoration, and business profile setup, so getting these details ready first will make the process much smoother.

Quick checklist before setup

  • Decide whether to use your existing number or a new one. If you already use WhatsApp Messenger, you can migrate that account to WhatsApp Business, including chat history and media. However, the same phone number cannot be active on WhatsApp Messenger and WhatsApp Business at the same time.

  • Back up your chats if you are migrating from personal WhatsApp. WhatsApp recommends creating a backup before you move, and restoring chats requires the same phone number and the same Google Account or iCloud account used to create the backup.

  • Prepare your business profile details in advance. At minimum, have your business name, category, logo or profile image ready. It is also helpful to prepare your address, website, email, and business hours so you can complete your profile properly from the start.

  • Confirm whether you only need the WhatsApp Business app or already need the WhatsApp Business Platform. The app is designed for small businesses, while the Platform is built for businesses that need automation, integrations, and communication at scale.

  • If you plan to use the WhatsApp Business Platform, prepare your Meta business access and verification details. Meta’s onboarding flow gathers business information, requires phone number registration, and enforces two-step verification for Cloud API use. It is also wise to have your legal business details and verification documents ready in case they are requested during onboarding.

F&B

Restaurants, cafés, and food businesses can use WhatsApp Business for reservation enquiries, delivery updates, menu sharing, and repeat-order support. It can also help businesses manage peak-hour communication more efficiently and maintain a more direct relationship with regular customers.

Hospitality

Hotels and hospitality brands can use WhatsApp Business to handle booking enquiries, send pre-arrival information, answer guest questions, and support guests during their stay. For hospitality teams, it can become a convenient service channel that improves responsiveness and the overall guest experience.
